How did you solve this problem? It would be helpful for an explanation.

Here is a link on how to get Asterisk to initiate an outbound call using a text file which you could run using Zoneminder Event Detection.

In the web admin create a new monitor like you would for an IP camera. Under the path option put "/dev/video(n)" where "(n)" represents a number; generally 0. A way to check this would be to open a terminal and type: "sudo ls /dev/" at the end it should list the video devices.
