How about permissions on /tmp
perhaps apache doesn't have permissions to create files in the /tmp directory

Perhaps this is a silly question, but did you try connecting to the camera's tcp\udp port for the PTZ? Perhaps the ports are inaccessible either because they are not turned on, on the camera, or because of firewall rules blocking them.

I think its because the rtsp authentication code hasn't been included in the SVN releases yet. I thought I recall it was added, but perhaps its not yet included.
