How about permissions on /tmp
perhaps apache doesn't have permissions to create files in the /tmp directory

I happen to think, the problem is ZM shows "Low Bandwidth" instead of high. I have a 1Gb backbone, the machine ZM runs on is a 1Gb card and the internet connections to all the cameras are coming in at 54M. Sort of. I had problems with shm when not running as root (some sort of permissions problem). As a work around, I start /usr/bin/zmc -m 1 in a shell script running as root. The rest runs of zm runs under the apache user ID. For a quick test, set zm to run as root and see if the problem is resolved ...

I am pretty sure ZoneMinder does not support asf. The rtsp code relies on ffmpeg libraries. If you can get the camera working with ffmpeg with the avi stream, you can use the builtin ffmpeg support option. You make also be able to use VLC wrapper to create an rtsp that is compatible with ZoneMinder ...

Perhaps this is a silly question, but did you try connecting to the camera's tcp\udp port for the PTZ? Perhaps the ports are inaccessible either because they are not turned on, on the camera, or because of firewall rules blocking them.

I believe the "Operation now in progress" error is a permissions problem with shared memory . If you run zmc as root it works fine. I think its because the rtsp authentication code hasn't been included in the SVN releases yet. I thought I recall it was added, but perhaps its not yet included.
