Had a similar problem in Ubuntu server. Apache2 was running. Stopped it and nginx then started.

I can only offer an alternative. I use two Logitech webcams, a C920 for detection and Quickcam Pro 9000 recording at high resolution and I have no problems with framerate. I don't remember the command to get resolutions and framerates for webcams but resolutions only work with certain framerates ...

For my Foscam FI9821W that I had running in a virtual machine, I used libvlc but had problems simillar to what you describe. The problem ended after lowering the Bit rate to 512k in the camera settings. I kept the 720P resolution but lowered the Frame rate to 10. Maybe worth a try.

An MK808B works. Just tried it with tinyCam Monitor free with 4 cams over the lan. Chrome on this device will also work and, for me, gives better image quality especially with my high resolution webcam. But tinyCam Monitor will space the monitors like you pictured. Perhaps not applicable but when I was having a problem with a ip cam, I used a cron job to run a script. The script would ping the ip and exit if successful but loop, for reliability, after wait and ping again. On failure a sms would be sent to my phone using sendEmail program. Or maybe watch a ...
