Downgraded the system to Ubuntu 10.10 and Zoneminder 1.24.2. V4L version 1 is now an option and it works properly.
If anyone could share so insight into the potential causes of the issue, I would greatly appreciate it.

The reason I am assuming the issue is due to V4L version 2 is as follows: I also have another fully working system under Ubuntu 10.10 and Zoneminder 1.24.2 using a PV-140 card. That system is set to V4L Version 1. If I switch any one channel to V4L version 2, all the channels turn to red. Is V4L 2 ...
