Added Ubuntu Bug report 806117 to update the Zoneminder package to get this fixed.

Fixed my issue also on Ubuntu 11.04 with Zoneminder 1.24.2.

Thank you for the better suggestion, your solution solves the permissions problem for all /dev/video* devices, not just /dev/video0. (But you got your syntax reversed, it's add "user" to "group".) Tried ZoneMinder today for the first time, wouldn't work, tried a lot of things trying to make it work. Found this error in /var/log/syslog then issued the fix command below.
