Try using nmap or similar to scan for open ports on the camera it mentions it supports rtsp so id be giving that a go personally.
You could try using wireshark to capture data between your pc and the camera when trying rtsp in vlc to get a hint for the correct settings.

Open the file “/etc/sysctl.conf”, and paste these lines at the bottom of the file, then reboot.

Is it possible to lessen the load on the CPU by using a GPU at all with zoneminder? So many of the GPU's claim things like native h.264 hardware accelerated decoding.
