So, after reading your comment, for fun I changed the resolution to 640x400 and it works.
The image is stretched but at least it works.
Any idea why the native resolution of 800x600 will not work?

I did. The mainstream is 1536x2048
Sub is 600x800
That is also what zoneminder reports in the logs.

Thank you for the suggestions. I tried adding a server using my local ip address. Then I set the cameras to use that server. But when trying to view the camera it shows being offline. Thank you for the info. I installed zm while the system time was not correct. Which was my first mistake. To try and fix it I did set the time in both php.ini files, so the time setting must have been wrong in mysql? I purged the zm database when I did the re install. Perhaps reinstalling the zm ...

Well solved it by purging and re installing zoneminder.
After new install all times were correct and no more errors.
Not sure why its fixed but it is.
