I am seeing the same error with an AXIS M1054 trying to use h.264 with the url:
@192.168.80.109:554/axis-media/media.amp

Does the speed increase if you switch the monitors to monitor function only?
Have you tried mpeg4?

The problem is that the auth info is not passed correctly to zms as you can see if browsing the logs.

Can fix this by setting AUTH_RELAY to none.

Unfortunately getting the "Read-only file system" both on Axis 207W and M1011W.

I have used the intellinet 550710's with great success. But unfortunately I ended up with couple 550178. First problem, the camera crashed when ZM pulled the jpg's from it. I could fix that by throttling the fps at the camera. Now the camera runs a day or 2 and then stops responding on the http-port ...
