I had similar issue after upgrading to 1.28 version. Instead of thumbnails on the event list I had hyperlinks visible, and when I clicked on that hyperlink, the full sized screen appeared with captured image. Workaround, that worked for me was to disable the: WEB_H_SCALE_THUMBS, WEB_M_SCALE_THUMBS ...

I confirm, that this solution worked also for me.
Without that there was no progress bar for users, which had limited list of available cameras assigned in the user profile.
