There is something else going on here. As far as I know: 1. If you enable Events = Yes for a user, you cannot prohibit them from rewinding/pausing/skipping events. Removed the restriction on cameras with the user, the problem disappeared. Now this question was for the person who can see all the cameras, but if the person is required to follow certain cameras then the problem remains unsolved.

Unfortunately the translator makes it difficult to understand what you are seeing. Are you sure that your cameras are recording? Create a new monitor click presets -> select remote zoneminder from the drop down populate the fields that are specific to your system I figured it out. As to (3) are you really uploading a binary and expecting people to download it and help you defeat the license protections on it? Yes, that's a known issue. What you want to do is place a value in your zoneminder MAX Fps field that is a little higher than the frame rate in the camera. That will prevent your cpu from exploding if a camera goes offline. Setting this value higher than the frame rate in the camera is ok. Never ...
