If the camera's won't be online for a while, disable the monitor in function section of the offending monitor/camera.

Today I check and got this : (I didnt do anything...)

CPU usage 1% user, 0% kernel, 0% IO, 99% idle

Maybe it was OS itself checked for something in its routine after fresh install...

I install for testing zm on virtualbox (Lubuntu_14.04_with_Zoneminder_1.29.0 pre-configured). All fine, then i install webmin and here i see : CPU usage 98% ! ... Notice that I also try to disable all monitor and CPU still at 98% ....
