I just updated on Ubuntu 20.04 and ran into something similar. I saw something new was pushed and performed another dist-upgrade which installed 1.37.66~20250227.10-focal, but no difference. The issue with things not working on 1.36 didn't sit well with me so I spun up a new VM and tried 20.04 LTS and 1.36. Unsurprisingly my cameras worked at 1080p. The solution is in the B/W Options I need to set WEB_H_CAN_STREAM to "yes" from "auto." Now things (stream using MPEG/JPEG) work for both Firefox and Edge. Normal Montage works as well.

Some background. I found out 1.36 was available a couple of days ago and upgraded on Ubuntu 18.04. It was difficult as remote monitor rtp/rtsp broke and I needed to use rtp/unicast. Go into Options and look at the Paths tab. Ensure PATH_ZMS is /zm/cgi-bin/nph-zms and not the default /cgi-bin/nph-zms
