I figured it out...
I finally just removed *everything* that I had installed to do with ZoneMinder and starting over compiling from source instead of using YUM or any other rpm packages... working great now!

I would suspect this has to do with the mysql database part of the software. A lot of the CMS's I use for websites do the same, if I want to reclaim that ID number I have to go in and edit the actual database. You gotta ask yourself A) how well do i know mysql B) do I really wanna mess with it if ...
