Yup. It was the storage settings on the camera. If Save JPEGs is set to Frames+Analysis, then video playback freezes. Idk if the images successfully store or not, but I don't think they do. Sounds like PHP versions frequently cause issues. This wasn't the right solution for a problem I was having, but it was a suggestion:
