I had the same problem after upgrading Ubuntu to 18.0.4 (which wrecked a bunch of other stuff too, argh.) I noticed that the 1.32 version of /etc/zm/zm.conf has a couple of new entries and if you choose the apt-defaults, it will continue to use the old zm.conf (the new one will be named zm.conf.dpkg...
