Just as an update I tried to load a firmware update to these cameras and could not get this to complete even using the suggested Windows/IE platform to connect to the camera. I was thinking more of checking you could grab useable data from the camera in the first instance and checking the quality from a sample file.

I have similar issues on my busiest camera, I have three identical units. The most recent addition runs a steady 10fps, the first one I added wanders its frame rate from 7.5 to 9 fps with the same settings, I cloned the first camera to add the newest and they run through the same POE switch. Do your cameras support any other video sources that you could try ?
Have you tried stopping zoneminder completely and grabbing video directly from these sources with ffmpeg to see if they stream correctly independently ?

Cracked it, I now have two cameras running in monitor mode and will add my settings to the working hardware compatibility section under H.View HV-400G2

No change, unable to detect any cameras with the interfaces swapped it just broke my IPMI connection.
