Is the 30-45 second lag there if you watch it "independently of Zoneminder" (i.e. its own app, its own web-page, through VLC ...) ? Or is the lag being caused by Zoneminder settings, e.g. having accidentally set a frame rate in Zoneminder (should be blank!) which is not the same as the camera's ...

For the most part, consider Ubuntu and Debian to be the same thing. Technically they are not at all the same and Ubuntu is based on Debian.
Whatever you do, choose LTS (long-term-support) versions with at least a first patch or update.
