I installed 1.36.5 on Ubuntu 18.04.5 and am getting the same "User authentication is not turned on. You cannot log in." Non of the suggestions appear to work - can't login so cannot modify config, redirection is imposed on any edit of url etc. The comments above appear to indicate it was fixed in ...
