Tried the whole mock thing and it did not make a difference, same ui issues. The spec file does need to require a few libraries not listed if ONVIF is to work. Attached a patch.

Upping it to 60 seconds worked. It appears I had to restart for the new number to be used. Thanks. This has solved a long standing issue.
