So what I did was this in terminal.
su -
then I ran these lines again.
a2enconf zoneminder
a2enmod rewrite
a2enmod headers
a2enmod expires
service apache2 reload11

The install worked OK for me. I did not run it on a VM and did not try to access Zoneminder using a loopback (127.0.0.1) IP address. So started going through the script line by line and you were correct on the a2enconf zoneminder part. It was returning a command not found. Looking around I found ...
