Might help or not. I found the "openstep=0" or 1 was required to get controls to work.

Hello. The new cameras I bought (the latest being Vstarcam C29A) have either snapshot.cgi interface (640x480 resolution), or RTSP streaming. Since the snapshot resolution is unacceptable, I am forced to go the RTSP route. I am unable to throttle the camera down to say 5FPS. It streams at 15FPS ...

Indeed - after I cleaned up my system and installed zoneminder from RPM, I had nothing else to do - not even the stuff in the README.

UPDATE: I had source-installed stuff from an older installation, and after Fedora "upgraded" zoneminder, some remained, hence the troubles. I did a fresh install; removed everything with dnf uninstall zoneminder, and then searching the disk for remains. Dropped the database, and reinstalled from RPM ...
