I tried the cheap-o D-Link DCS-1110... and it doesn't work with Zoneminder. Avoid this camera. There may be D-Link cameras that are POE and work with ZM, but I doubt it. The Panasonic is probably okay, but I haven't tried one yet. I use the POE Toshiba IK-WB02A. Nice camera. You can buy it in a kit ...

Capturing the image with Zoneminder should _not_ be a problem with these cameras. I have captured images from cameras with a 1280x960 resolution using Zoneminder successfully. Fixed. The explicit path did in fact cause the problem. Setting it back to just 'events' fixed it completely. I did the change because of an earlier problem, and I thought it might help. I also read somewhere on this forum that it can help sometimes. Can't remember where I read that. Can't recommend ...

Well, I did a quick check< and this might fit the bill: Dlink DCS-3420 and DCS-45 Housing. I'd recommend testing it with ZoneMinder first. While the DLink Camera Comparision Page says it supports MJPEG streams, I'd still call them and either ask for a demo unit, or get a demo online and test it out ...
