Can't define/alter zone - dots missing

I have two zoneminder setups running 1.30.2 both on ubuntu. On one of them i have a strange problem. When i try to alter an existing zone or create a new zone - the "dots" where we drag the corners of the zone is not there. On the other setup every thing is working as expected.

I have updated (using iconner ppa) and restarted both zoneminder service and the ubuntu server. Tried to create a new zone - same result.

Anyone have any hints for troubleshooting this ? All cameras on the setup is affected.

Upgraded today to 1.30.3, still same problem - anyone have any hints on how i can troubleshoot this ?

Upgraded to 1.30.4, problem still present - think i have to install from scratch.

Just looked at my system and I get the same issue on 1.31.0 (bleeding edge)
Browser is reporting the following,

Don't know if it’s a red hearing or not!

After you click on the number under Zones and you see a picture from the camera are you clicking on that picture to get to a window titled something like Monitor Monitor-1 - Zone All? the first window will show the zones but will not give you configuration options.

in short, yup I'm going to to the configuration panel and cant see any point to move around, tried different browsers same result.

Edit - Just built a clean VM , 1.30.4 on Ubuntu 16.04.2 and the zones are working correctly, as seen by the attachment.
also Sorry, your browser does not support inline SVG is a red herring as it shows in the working browser.

Chrome , Firefox and I.E tested all have the same issue with the dots not appearing , all latest versions of the browser.
I.E does behave differently, i get no live image, dots don't appear.
