It sounds like something is loading up the system causing apache to respond slow. Can you put up a snip of top showing the loading?

If you have a lot of cameras then it can take a while. This is because it queries the processes for each one.
In the next release this has changed and so is much faster. If you want a patch in the meantime you can get it here.

kernel issue
I had the same issue on Fedora Core 2 with a specific kernel:
kernel-2.6.10-1.771_FC2 and kernel-2.6.10-1.771_FC2smp
previous kernels worked no problem.
