Issue With Installation and Apache2

I am attempting to install Zoneminder on a laptop running UbuntuMATE 16.04. I am following the instructions in the Installation Guide, Easy Way:Ubuntu 16.04. All was going well until I got to Step 10: Reload Apache service, which requires "systemctl reload apache2" to be entered. The response is "apache2.service is not active, cannot reload." How do I resolve this?
