Why is my IP permanently banned?

Why is my IP permanently banned?

I want to know why my IP address is permanently banned on this forum?
Desert Inet IP range: 104.238.252.0/22
I have asked forum Administrator but get no resolution from anyone.
I have had my dynamic IP changed but still fails.
I can only access this forum through a VPN.
I have checked if my IP is blacklisted. It is not.
This has happened since the first time I tried last summer to access this forum.

No, still banned. I tried clearing browser cache and two other browsers.

In the past we have banned IP subnets that were generating excessive spam postings, so it was not your IP specifically but someone on that subnet. But it was a very wide ban for that particular example. I have removed blocking for desert internets entire subnet now, please try again.

Should be less of an issue now we stopped them at registration. Sorry for the inconvenience and glad we got you up and running.
