Wanscam ptz hw0038 not working

I have tried to rotate my wanscam camera and it's not working
.
I have selected wanscam control setting.

I have rapsbian 9 on a rapsberry pi 3 b+

The tiltspeed and panspeed don't seem to populated in the command line.

can you pan or tilt the camera with a control URL sent to the camera through the browser?
something like this url for tilting the cam down or the moveConDown command
