i added the experimental and the sid repo to my system an try to upgrade from 1.30.4 to 1.32.X but there is no newer version than 1.30.4 in the debian 9 repo.
why ?

I tried all howtoos listet in this thread, but apt always offers mi version 1.30. instead 1.32.
Try download an install manually from : https://zmrepo.zoneminder.com/debian/release/stretch/
This installs zoneminder 1.30 : https://zoneminder.readthedocs.io/en/la ... ebian.html
Manually Installation works :
1. wget https://zmrepo.zoneminder.com/debian/re ... _amd64.deb
2. apt install libmp4v2-2 libx264-148 libimage-info-perl libjson-maybexs-perl libnumber-bytes-human-perl libfile-slurp-perl php-gd
3. dpkg -i zoneminder_1.32.2-stretch_amd64.deb

The install for Debian 10 should also work for Debian 9

Nope i treid manually instalation but the interface doesnt work, browserloading loop when visiting the cam livefeed

For me as of today, ZoneMinder 1.32.3-2 is in Debian unstable (aka sid). You either have to enable the unstable repository in your sources.list or install the unstable package using one of the methods in the following link.

Note: I did not the verify that the information in the above link is fully up to date.
However, the Debian package tracker shows serious issues with the package in sid. Personally it was unusable for me, so I migrated to zm 1.33 which works very well.
