API not working with 1.34.21 and CakePHP 2.10.11

Hi, I cant believe it: it is so simple:

sudo apt install cakephp

and all ist fine!

reinstalling cakephp does not help.

I am not sure if CakePHP is not working because it requires php-mcrypt or php5-mcrypt. I tried installing and no change.
