ZM v1.32 is installed on Debian 10 (Buster) and is prompting me to upgrade to 1.34. I have the repository set up correctly I think as below so would expect an automatic upgrade to occur.

sudo apt-get update and sudo apt-get upgrade doesn't offer to update.

What does apt-cache madison zoneminder say? It's probably an issue with how the packages are versioned.
You might be able to get away with apt-get install zoneminder=1.34.25-buster1

hmmm I believe there is no buster arm package beyond 1.34.22...
Any suggestions on how to install 1.34.latest by building it for my pi?

Well, you could install Zoneminder 1.36.x
A better option is to install Ubuntu on the Pi then install Zoneminder. Works much better. If you have a Pi4 use the 64 bit version of Ubuntu.
