Installed Debian Buster from scratch.
Followed the instructions for Buster at https://zoneminder.readthedocs.io/en/la ... ebian.html (more or less - didn't install mySQL in the hopes that the already-installed mariadb would suffice).
sudo apt install zoneminder barfs quite voluminously:
sudo apt install zoneminder

I neglected to mention that I am using backports (needed the Intel 630 driver) and so am running a 5.x kernel etc. In the absence of anything else obvious, I will assume that is causing the issue.
I wonder if switching to 1.36 would help...
