I have a fresh Debian 10 buster install, used the 1.36.5 from the repository.
Got it loaded, and added an existing camera which is working OK on another instance of an older version of ZM. After adding/saving, the camera doesn't show up on the console:
I tried adding a second one - and it does increment up to "Monitor-2" for the camera name - but still displays nothing in the console. Can't edit or delete it.
Any ideas here? I pretty much followed the install directions from here:

These will work just use 1.36 instead of 1.34

That seems pretty much the same as what I did. I re-did most of the commands - but still seems the same. I also tried apt reinstall zoneminder - still no difference.

Is there an easy way to reset the database to factory settings? I'm thinking this may be a good start.

I re-installed everything - including OS.
Not sure if I saw this before - but it looks like there may be an error on startup.

Maybe your best bet is to start over with a fresh Buster install. As an alternative you can purge Zoneminder, Apache2, MySQL and PHP.
I just did a Zoneminder install on an up to date Buster build with Apache2, Mariadb and PHP. I used these instructions:

I did a full re-install of everything and it appears to be working now.
