26 cameras over IP at 15fps 1080p is a pretty impressive load; it's like 6-8 times the load on my machine (12 IP cams, 6fps 720p on a 4-core i7 with 32G of ram, and my load average idles at 5 in modect, up around 8 in Montage Review).
Putting all of that on one machine is going to require some horsepower.

agreed Baylink, I have 8 cameras at 6fps 720P. On a Quad X5650 with 12GB ram in Mocord and it averages about 2
Maybe I could up the resolution a step based on your figures funyfizik, as now we have passthrough it more than halved the load from 1.34

It seems worth pointing out here that the general opinion about load on a linux box on current-generation Intel Hardware is that you can afford about two processes per core before things start to get out of hand.
So on my quad core i7, I can afford a load average of 8 as a reasonable standard number.
