Video is black with audio

I have two cameras. I can see them both in the monitor and I am getting events from both. The first one seems to be working fine. The second one has audio but only a black screen when I try and view the event. I have tried to view the video from the file on the server and the same thing.
Where do I start?

If you have encoding options, there. I'm not sure you do in 1.32.
