I've reduced the Image Buffer size to 5 and restarted. Now even restarted the server itself. No change, still no alarms.

I'll keep rooting around and hoping for someone's further ideas.

Of course, the problem is the user.
Instead of deleting it, I had set it to disbled, the default zone covering all. I didn't think of it at the time, that would just be ignored.
It didn't occur in my mind to look at that again because in the zones screen it doesn't appear anymore once set to Inactive.
I've removed it now and the alerting has commenced. Now moving on to start adjusting using your suggestions.
