doesn't seem to be working since Feb 1

That's about when I moved everything off our amazon vm to the server hosting zmrepo. So something is messed up with respect to sending emails from phpbb. I'll try to figure it out.

I wasn't able to find anything wrong, nothing logged etc and email tests work. So I'm a little stumped. However it clearly is not working...

Yeah I'm not sure where to look at this point (other than the code). PHPBB IS able to send email, it just isn't. I've reviewed the settings, it SHOULD be sending notifications, but it isn't.

It’s odd that it sent out a little batch a while ago, albeit very belated.

This issue was resolved I think by the addition of a cron job being configured on the server so the phpBB board can run maintenance background jobs on a schedule.

It may be because of you have not check the box means you have forget to tick the check box (Notify me when a reply is posted). When you will tick this check box then it will notify you via mail.
