...and I had done
sudo a2enconf zoneminder
sudo systemctl restart apache2
but it got disabled somehow.

The permissions on /etc/zm is understood, but I have no idea why apache would get unconfigured..
This latest change is all because in the latest debian building stuff in ubuntu plucky the parts that set permissions are no longer allowed... google has no answers yet.
Maybe permissions are too DEI or WOKE or something...
