Problem with zoneminder

I have installed zoneminder 1.24 on my fedora server linux 4.
I have this problem when started apache:

1) Can't connect: permission denied at zmdc.pl

I don't know if ths is one of those issues that crop up with selinux (as I've not used that feature) but do you know if you have selinux switched on?
