im assumin gthen that you have the settings identical for both cameras. If i were doing this id remove the authentication from the camera just to ge it working in case there is an issue here somewhere.
The other thing you could try is set your working monitor to your new ip, and if that works you know its a setting issue in the other monitor, if it doesnt then its ompletly soething else
