different rates for stream and record

i know it would be difficult but would it be possible to set a max fps record rate, and a max fps stream rate/. I know there is the ignore max fps in alarm but if you have a single chip card you would end up with 25 fps and you might over load the server if you had a few go into alarm at the same time, maybe an alarm fps rather than ignore max? Just an idea thats all
