What is the difference between setting a particular frame rate such as 1fps and setting a higher frame rate and skipping some such as 4fps skip 3? Wont the results be the same or is motion sensing or something like that better with the higher frame rate with the skips than just a slower frame rate?

I looked and searched through the README and only found a description of each. My question doesn't seem to be answered unless by "manual" there is another one somewhere. Mathematically both can produce the exact result so why bother programming for both when one or the other will do the same thing unless there is something else going on with the higher frame rate with skips. That is what I'm trying to find out.
