I have a customer, a day care center that wants a video stream that parents can log into check on thier kids.

Could I get Zone Minder with an 8 port DVR card (like a K-World) stream video from a website with a media player plugin or "push" the video to an external streaming server for streaming onto a web page.

This will depend on the website you have. There are some companies that specialize in streaming media, and I would start with them. They should be able to pull the stream from ZM. However, if the load is expected to be low, you can just use dyndns and point directly to ZM and self host.
