What version did you use during development of 1.24.x ?
I saw on the ubuntu wiki about ffmpeg version after 15261 are very unstable (which is the version I've been using).
No pictures when viewing via rtsp

THe RTSP stuff just uses the HTTP timeout the same as the other remote cameras so you can change that.
One thing to be aware of is that as RTSP over UDP involves the camera opening connections back to your ZM box you may need to modify firewalls etc to allow this through. This is often the cause of 'timeout's just because the camera can't actually talk back at all.

I increased the timeout to 15 secs (15,000 millisecs) and I seem to have gotten a better response but I am still running into a wierd error (see below)?
I don't have a firewall between the camera, but there are a couple of switch hops and one linux router hop, so there is some increase latency betwewn the ZM server and the camera. I have been able to stream the output to a file on the zoneminder server from the camera using ffmpeg, and using an RTP connection to the camera which works fine. Allthough ffmpeg complains about the MPEG4 header (using version:FFmpeg version SVN-r19928)

I'm not sure the 15s timeout is actually being picked up but I don't think that's the issue as a you should be getting frame per second and not the other way round. However the space between the first two frames is around 3 seconds. Have you set it for a very low frame rate in the cam?
Do you know what firmware version you are using?
It is a little strange that where the pid would normally be in the debug you have -1 but I don't know if that points to a larger issue.
The 'Discarding packet' messages are basically because the camera hasn't noticed that ZM is no longer requesting streams from it and so is continuing to send images from previous sessions. They should time out after a minute or so, or you can restart your camera.
The final set of errors are from ffmpeg and do indicate damaged frames. There seems to be an awful lot going wrong here and I'm not sure where to start with this.

SUCCESS AT LAST!
I ditched trying to get ZM working using the built-in RTSP support and switched to using ffmpeg. I even managed to increase the frame size up to the max the Acti Cam supports (1280x1024) with a reasonable load(0.26). But wait theres more: Its running on a VM Linux instance!
