one ip of my network to acces only one ip from internet
ex:
192.168.1.2 to access only 89.99.999.99 (on all ports)
but only one ip from my network

Bit short on information there. You want the zoneminder to only serve that camera to that IP on the internet? Or do you have a firewall inbetween yourself and the internet?
Probably easy to setup on whatever your routing device is, but as for commands, it depends entirely on what device that is.
If you can get into your router setup, it could be called a "virtual server", or be under firewall rules.
