Light-on and light-off events

I've got a PIR-controlled light by my front door; nothing particularly bright - just a couple of 60W bulbs. Events tend to be triggered when the lights switch on and when they switch off. Obviously, the former are more useful than the latter. Anyone have suggestions as to how the lights-off events might be suppressed without also suppressing the lights-on events or any movement visible while the lighs are on?

Come to think of it, this is a lot like the "Sunlight and shadows" issue...
