I deleted the PurgeWhenFull filter on my Zoneminder installation (Ubuntu server).
How can I create it ?

I'm very new to the program but I had this problem just a few minutes ago and after some messing around I think I found it
1: go to your filter window just like you did to find it the first time
2: click the save button
3: enter a new name and check run filter in background.
this should create a new filter as whatever you named it and then you can just change the perameters using the dropdown boxes and - + signs on the right.
for example delete all matches where date/time is greater than or equal to -5 days (5 days ago) and disk percent greater than 80 percent... something like that...
