My dad has a decent sized koi pond and we toyed with the idea of a camera but I really don't think it's worth spending the money, especially on a PTZ. You'll have all kinds of weird funky things growing on the lens which will render the auto focus useless....and I've not seen (probably because I've never looked) a underwater PTZ camera. Most outdoor PTZ cameras have a rating of IP65 / IP66 which means they are sealed, but you can't just drop them in water.
