zm/index.php forbidden (in certain cases)

I'm just getting zm 1.23.3 setup on a Fedora 10 VIA ITX system. I've got my router forwarding all port 80 accesses to this system.
I initially set up my camera via on this system itself, in Gnome - camera working fine.
From the internet I can browse <ipaddr>/zm/ and <ipaddr>/zm/index.php - both come up wth the console page, and even the popup telling me there's a later version.
When I click on the camera (in the Name column) I get the window opening which does show me the live camera stream but at the bottom of this window is "Forbidden You don't have permission to access /zm/index.php on this server". If I click on the link in the Function column I get a window opening with nothing but this error. The Options window seems to work ok.
SELinux is off at the moment.

I'm guessing my problem is due to a php/apache/modsecurity configuration issue, but despite a load of googling I can't work out what. Especially as I *do* have permission to access index.php on its own - to get the main console page - just not when it's pulled in (in some way) by other windows.
Can anyone help please?

Incidentally, the reason I haven't upgraded is that I installed from a Fedora package - so I wanted to get this known 'official' binaries package up and running before I dived into a source rebuild/upgrade to 1.24.x

As a simpler example of the problem - if I choose "Go To Zoneminder" in the version popup and click Apply, this window changes to the 'Forbidden' message (nothing else happens, such as a browser page launching).

Have disabled mod_security and that's fixed things - will try to work out a less gross change, but at least I know the cause of the trouble!
