PV-183 can only get 8 of 16 cameras to work

I can get cameras to work on /dev/video0[0,1] through /dev/video3[0,1]. Nothing will show up on the second pigtail (/dev/video4 through video7). /dev/video0 through /dev/video7 all exist. I'm using V4L version 1. All are setup for the same resolution/settings. I'm just completely lost so any help is greatly appreciated

I'm sill very new to all of this, but you may need to add some settings in the bttv line.

I tested something similar with a PV-981 card, bu realized the frame rate dropped to like 5fps.
