So i've noticed this with Zoneminder and I am not sure why I run into this problem.
I have an Intel Core 2 Duo 3 ghz CPU, 8 gigs or ram and 64 bit Ubuntu Server New install. Nothing else but Zoneminder running on it.
I have 4 IP camera's all Axis.

2 209
1 211
In Zoneminder I have no FPS set, I am setting the FPS by the string I send to the Axis Camera's.
/axis-cgi/jpg/image.cgi?resolution=640x480&fps=15
AS you can see im trying to get 15 FPS.
Once and a while I get 15 FPS but not all the time. But usually only get 5-7 FPS.
Wondering if anyone has any ideas on what I check to see whats going on?

From /var/log/messages, You can see its stepping down the fps. im not really sure I know why though? I dont think its a bandwidth problem, I have the server connected to a gig port and all the camera's are running 100 Mbits Full Duplex.
